Certification
The Public–Private Partnership (PPP) Certification Program is a professional evaluation framework developed to establish a unified knowledge and understanding platform for specialists working in this field, for representatives of government institutions, and for individuals interested in partnership mechanisms.
The main purpose of the program is to standardize the terminology, methodological principles, and practical approaches applied in the planning, management, and implementation of PPP projects according to international best practice.
This approach contributes significantly to ensuring transparent, efficient, and institutionally sound partnerships between the public and private sectors, as well as improving the quality of decision-making processes during the planning and management of projects.
The scientific and methodological foundation of the program is based on the “PPP Certification Program Guide,” developed by international experts. This document is recognized globally as the main reference source that systematizes the universal principles accepted in the field of public–private partnership.
To adapt this methodological framework to regional contexts and facilitate its professional application in the local environment, the Guide has been expertly translated into Azerbaijani and terminologically aligned by PMO.AZ.
This step plays a crucial role in the systematic development of PPP knowledge in the country, strengthening institutional capacity, and supporting the preparation of specialists in accordance with international standards.
The PPP Certification Program is of great importance for deepening the theoretical and practical knowledge of government and private sector representatives, financial institutions, academic circles, and industry professionals.
Its implementation fosters institutional capacity in managing public–private partnerships, enables the adaptation of international experience to national realities on a scientific basis, and ensures the effective, transparent, and accountable execution of projects.

Foundation
|
The Foundation level is aimed at individuals working at a basic level of PPP implementation, with little or no prior experience. It aims to standardize their knowledge of the PPP process and terminology, as described in the Guide. The exam tests whether a candidate has sufficient knowledge and understanding of the PPP Guide to act as an informed team member of a PPP finance project. Thus enabling them to participate in a team environment and move on to implementing the process. Preparation Stage

The Preparation exam is aimed at individuals involved in the development or implementation of PPP Frameworks or the initiation and preparation of PPP projects, mostly public sector officials, practitioners and their advisors or consultants. Private sector candidates may benefit from a greater understanding of the PPP concept as an asset/business opportunity. The exam tests whether candidates have achieved sufficient understanding of how to apply and tailor PPP Frameworks and PPP Project Identification, Screening, Appraisal and Preparation Processes in a given governmental context. | Preparation exam |
Execution Stage

The Execution exam is aimed at individuals involved in the structuring and tendering of PPP projects and the management of PPP contracts, mostly public sector officials, practitioners and their advisors or consultants. Private sector candidates may benefit from a greater understanding of the PPP concept as an asset/business opportunity. The exam tests whether the candidate has achieved sufficient understanding of how to apply the structuring and drafting process of PPP tender documents and the PPP contracts, as well as the management of PPP contracts during the Construction and Operations Phases. | Execution exam |
