Public-Private
Partnership (PPP)
It is a consulting and training center specialized in the preparation, structuring, and management of Public-Private Partnership (PPP) projects in Azerbaijan.
Advisory services for Public-Private Partnership projects
We provide methodological and institutional support to stakeholders in the planning, preparation, and management of PPP projects implemented through cooperation between the public and private sectors.
Our Services for the Public Sector
Key service areas we offer for government agencies, municipalities, and public sector organizations:
Projects with investment potential within the PPP framework are identified, project ideas are developed, and technical feasibility, institutional alignment, and implementation viability are assessed.
Preparation of feasibility studies, investment projects, and cost-benefit analyses for PPP projects; approaches aligned with international development bank methodologies are applied.
Methodological support in evaluating incoming proposals from technical, financial, and legal perspectives, as well as representation services during negotiations and financial close stages.
The structure of PPP transactions—payment mechanisms, financial flows, guarantees, contract duration—is modeled considering project specifics. Rights, obligations, and risk allocation among parties are defined.
Preparation of tender conditions, evaluation criteria, and documentation. Financial models are developed, revenues and costs are projected, and financial sustainability is assessed.
Establishment of monitoring frameworks for contract compliance during PPP project execution and providing recommendations for institutional development.
Our Services for the Private Sector
Key services we provide for private investors, contractors, and consortiums:
Analysis of tender documents (RFP, RFQ), identification of financial, tax, and legal risks, and development of financial models including revenue-cost projections, debt/equity structure, and sensitivity analyses.
Ensuring methodological oversight and structuring evaluation frameworks throughout all stages, from application preparation to contract signing and financial close.
Support in negotiations with potential financing institutions, analysis of letters of intent and financing agreements, and recommendations for optimal financial structuring.
Preparation of concept documents for PPP projects proposed by the private sector, support in initial discussions with the public side, and development of content for presentations.
