Imagine a government planning the construction of a major highway, where the financing, construction, and 25-year operation of the project are delegated to a private partner.
Alternatively, consider a city attracting private investment for a power generation facility, with both parties sharing responsibility for service continuity and performance.
Professionals who specialize in the planning of such projects—covering risk allocation, financial structuring, and contractual design—are commonly referred to as PPP professionals.
Their globally recognized professional certification, APMG CP³P (Certified PPP Professional), is currently regarded as the most widely accepted international qualification in the field of Public–Private Partnerships.
What Is CP³P?
CP³P stands for the Public–Private Partnerships Certification Program.
The program has been developed by APMG International in collaboration with the World Bank Group, Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), Islamic Development Bank (IsDB), and PPIAF.
The primary objective of the program is to provide public- and private-sector practitioners with a standardized, internationally recognized framework of knowledge and competencies for the planning, preparation, and implementation of PPP projects in line with global best practices.
The Three Levels of the CP³P Program
1. Foundation
- Introduces the core principles, lifecycle, and fundamental concepts of PPPs;
- Establishes a solid knowledge base based on the PPP Guide materials;
- Particularly suitable for civil servants, financial analysts, and project management professionals.
2. Preparation
- Develops the ability to analyze the technical, legal, and financial structuring of PPP projects;
- Covers practical elements such as risk allocation, procurement strategy, and contractual frameworks.
3. Execution
- Focuses on the implementation, monitoring, and governance of PPP projects;
- Provides applied expertise in areas such as contract management and performance monitoring.
Strengths of the APMG Approach
- Global credibility — recognized by all major Multilateral Development Banks;
- Practice-oriented design — incorporates real project case studies and simulation-based exercises;
- International digital badge — officially recognized and shareable on platforms such as LinkedIn;
- Modular flexibility — allows participants to progress incrementally through certification levels.
In Azerbaijan, the potential for PPP development in public infrastructure, environmental protection, transportation, and education is expanding rapidly.
The CP³P certification plays a critical role in fostering a new generation of experts capable of operating effectively in both public administration and the private sector.
In this sense, CP³P is not merely a certificate—it represents the starting point of a national value chain in PPP capacity building.
As the official partner of APMG International, PMO.az now delivers the CP³P program in Azerbaijan.
Training courses are conducted in Azerbaijani, Russian, and English, based on international methodologies and delivered by experienced practitioners.
The program opens pathways for collaboration between public and private sector professionals, creates international career opportunities for young specialists, and establishes the first official PPP training center in the region.
