Certification

The Certification Program in Public–Private Partnerships (PPP) is a scientifically grounded professional assessment framework designed to establish a unified body of knowledge and understanding for professionals working in this field, representatives of public institutions, and individuals interested in partnership mechanisms. The main objective of the program is to standardize internationally the terminology, methodological principles, and practical approaches applied in the organization, management, and implementation of PPP projects.


The scientific and methodological basis of the program is the “PPP Certification Program Guide” developed by international experts. In order to adapt this framework to regional contexts, the professional translation and scientific-terminological adaptation of the Guide into Azerbaijani has been carried out by PMO.AZ. The PPP Certification Program plays an important role in enhancing the theoretical and practical knowledge of representatives of the public and private sectors, financial institutions, academic circles, and field specialists.

PPP (CP³P) Stages

Stage Description Certificate
Foundation CP3P Foundation The international CP³P Certification Program consists of three sequential stages and aims to systematically assess candidates’ theoretical knowledge and practical competencies in the PPP process. The first stage, Foundation, is designed for individuals with little or no experience in PPP and ensures standardized understanding of key concepts, terminology, and processes. Completion of the Foundation level is a prerequisite for progressing to the next two professional stages. Foundation exam
Preparation
(Preparation level) CP3P Preparation
The second stage, Preparation, is intended for professionals involved in the identification, initial evaluation, and preparation of PPP projects. This stage is particularly important for practitioners working in public institutions, project managers, and consultants. Execution
(Execution level) CP3P Execution
The third stage, Execution, is designed for professionals involved in structuring PPP projects, tendering, contract preparation, and managing partnerships during project implementation. It evaluates the candidate’s knowledge and skills in preparing tender documents, applying risk allocation, drafting contracts, and managing obligations during construction and operational phases. All CP3P Professional Candidates who successfully complete all three stages—Foundation, Preparation, and Execution—are awarded the internationally recognized CP³P Professional status. This status is considered one of the highest professional qualifications in the PPP field worldwide and confirms that the holder possesses knowledge and competencies aligned with global PPP standards.
