Services for PPP project preparation include: identification, evaluation, feasibility analysis, tender preparation, contract negotiation, and project implementation.

We provide coordinated support to government institutions, municipalities, and sector organizations.

Identification of investment projects and preparation of preliminary technical justification

Within the framework of Public-Private Partnership (PPP), projects with investment potential are identified, the project idea and objectives are formulated, initial technical solutions, key parameters and possible alternatives are analyzed. At this stage, the technical feasibility of the project, institutional compatibility and feasibility of implementation under the PPP model are assessed and an initial technical justification is prepared.

Technical–economic feasibility studies and investment projects

Preparation of technical and economic justifications for PPP projects, as well as analysis of investment projects and cost–benefit assessments; during this process, approaches compliant with the methodological requirements of international development banks and the European Commission are applied.

Evaluation of proposals and negotiation

Providing methodological support in the process of evaluating incoming proposals from technical, financial and legal perspectives, conducting negotiations and providing representation services at the financial closing stage.

Transaction structuring and contract preparation

The structure of a Public-Private Partnership (PPP) transaction – payment mechanisms, financial flows, guarantees, contract duration and other key terms – is modeled taking into account the project characteristics and regulatory requirements. Advice and expert support are provided on the preparation of contracts covering the rights and obligations of the parties to the project, risk allocation and implementation mechanisms.

Preparation of financial model and formulation of tender strategy

As part of the tender strategy formulation, tender conditions, evaluation criteria and other relevant tender documents are prepared. At the same time, a financial model for the project is established, income and expenses are forecasted, and the financial sustainability and economic viability of the project are assessed.

Coordination of project implementation

Development of management and monitoring frameworks to supervise the fulfillment of contractual obligations during the implementation period of the PPP project, as well as recommendations on institutional development.

Technical support services for private investors, contractors, and consortiums.

Analysis of tender requirements and risk assessment

Analysis of tender documents (RFP, RFQ, etc.), identification of financial, tax, accounting, and legal risks, and provision of recommendations for managing these risks.

Coordination of the tender process

Methodological supervision across all stages — from the preparation of bids to the signing of the contract with the public authority and financial close — as well as the institutional structuring of pricing frameworks.

Financial modeling and simulations

Development or review of financial models for the project, including revenue–expense forecasts, debt/equity structure, sensitivity analyses, and related components.

Financial advisory services

Support in negotiations with potential financing institutions, analysis of letters of intent and financing agreements, and recommendations for establishing the optimal financial structure.

Preparation of PPP project proposals

Preparation of concept documents for PPP projects proposed by the private sector, support during initial negotiations with the public party, and development of content for presentations.
